Can't Change File Associations In Windows 10

After a bunch of research I have learned that GPOs to do this will not work in 10, and I need to isolate users and not machines so exporting the default apps using DISM and importing the XML file will not work for me either. Change File Associations Windows 10 Xml

I run this and it removes the 'deny' from the ACL so I can set the property, I change it to 'Chrome' just for testing purposes but then Windows tells me there's an error and defaults back to 'Photos' for .jpg. Any ideas on what I can do to get this script to work, or how I can achieve my goal of getting .jpg to open with a different program in Windows 10?

Edit: I am in a domain environment and I would like to use this script during logon to set the default program because Windows 10 likes to change them after every major update and it is stupid.
